QUICK ANSWER
Common application types
- Zoning Permit
- Building Permit
- Floodplain Development Permit
- Geologic Hazard Report review
- Type II land use requests
- Variance
- On-site sanitation (site evaluation, permit to construct, authorization notice)
New homes and additions
Submittals include a site plan at 1/8 inch per foot minimum showing setbacks, easements, water features and property lines, two full sets of structural plans on sheets at least 20 by 24 inches, and the Residential Energy Checklist. The zoning permit checklist calls for septic or sewer approval, a water district letter or well report, a fire letter, a road approach permit and any required recorded affidavits or declaratory statements. A stamped Geologic Hazard Report under TLCUO Section 4.130, or a beach and dune hazard report, is required where applicable, and floodplain sites need a Floodplain Development Permit.
ADUs and middle housing
The County Land Use Ordinance (Section 3.010, final May 22, 2024) lists an ADU as a use permitted outright in the RR-2 and RR-10 rural residential zones. Standards include a lot of at least 2 acres outside urban reserves, one existing single-family dwelling, a maximum of 900 sq ft of usable floor area within 100 feet of the dwelling, sanitation compliance, fire protection service and one off-street parking space; transient lodging use is prohibited.
Decks, retaining walls and accessory structures
The County building checklist calls for a foundation plan, cross sections and stair, guardrail and handrail details for decks 30 inches or more above grade, and framing plans and details for awnings and patio covers over 200 sq ft. On the consolidated application, accessory structures (garage, carport, shed) and other work such as decks, pools and retaining walls are each a separate permit.
Commercial tenant improvements and change of use
Commercial and industrial construction is a listed permit category on the County's consolidated zoning and building application. The County does not publish separate tenant improvement or change of use guidance on the pages reviewed.
Land use review
Land use applications are submitted by appointment; the County uses a consolidated Type II request form and processes variances. Floodplain Development Permits require a pre-application meeting. Geologic hazard reports must be stamped and signed, are valid for five years from preparation (the Planning Director may require an addendum from a qualified licensed geoprofessional), and may be consolidated with Beach and Dune Overlay review.
Corrections and review
Incomplete zoning and building permit applications are not accepted or processed. The County does not publish plan review time targets on the pages reviewed; property file and public record copy requests take up to 5 business days.
Tips from SASHKOV
- Book a submittal appointment through the County's online booking calendar; walk-in or emailed applications are not accepted.
- Line up septic or sewer approval, water, fire and road approach letters before the zoning permit appointment.
- Confirm whether the site is in a geologic hazard area or the Beach and Dune Overlay, since a stamped report is then required.
